E-Bike and E-Scooter Safety
  • Committee continued conversation from previous month's meeting around e-bike and e-scooter safety in Malden. Prior to meeting, Brittany sending Lieutenant Powell questions from the month prior (noted on June meeting minutes), these served as the jumping off point of the conversation.
  • Who/what entity monitors the bike path? What role does the MPD play in monitoring the bike path?
    • Lieutenant Powell sharing there is a city ordinance in place of 15 mph, e-bikes are authorized to that certain speed and no further; shared that it is ongoing difficult to know if bikes are modified, if a bike reaches 20 mph downhill for example, it is hard to know if it is a street/non-motored bike versus an e-bike.
    • Chloe inquired what resources MPD has to allocate to the bike path, Lieutenant Powell shared at this moment staffing is tight within MPD, their goal is to have their motorcycle unit to the area when possible. Lieutenant Powell sharing that staffing restrictions do not allow dedicated time and resource, suggested community education as an additional path to follow to help support the need while the department does not have the resources.
    • Carey encouraged the group to review the Ride Safe Act, a bill brought by the Governor's office to increase public safety and regulate use of e-bikes, e-scooters, and mopeds in the state.
    • Jayden brought up the concern group has received around unsafe actions on the bike path, suggested that it is possible that individuals are not properly educated signage/restrictions and how to share the space.
    • Carey suggested that there is space for feedback to the Northern Strand master plan and the strategic planning committee office, and potential to talk about ways to change the physical trail, adding speed humps or curves for example.
    • Jayden inquired if Lieutenant Powell would know how many days in a calendar month the department was able to allocate resources, Lieutenant Powell shared not many. Jayden followed up and inquired if when presence is possible what the department finds, Lieutenant Powell shared that he believes being visible changes the behavior, clarified that this is reported from one section of the bike path where that officer happened to be, is unsure if it is applicable to the path as a whole.
    • Kevin asked if Malden was considering the use of cameras for the bike path, Lieutenant Powell reported being unsure but that he could connect with the Chief and follow up, shared that cameras come with additional cost so his initial thought would be that it would not be possible without a grant of some sort.
  • What are other communities doing on their sections of the bike path to monitor and ensure safety?
    • Ty shared that he can offer comment on the mentioned camera question, identified that no other communities utilize cameras, if Malden chose to do so they would be an outlier. Ty also shared that Saugus and Lynn have rotating officers on pedal bikes that have presence on their sections of the path to help with reckless behavior.
    • Ty also shared that Saugus held an information session for community members on micro-mobility, suggested committee review. Chloe to find recording if possible and send to group.
    • Jayden to reach out to neighboring communities to obtain information about education, any resources they can provide and how they are utilizing resources to monitor their sections of the bike path.
  • Committee will continue to assess the concerns and work to obtain resources and further education for Malden residents.
