MINUTES

  1. Roll Call of Committee members: Meeting was called to order at 5 PM and there was a quorum sufficient to conduct business.

  2. Approval of March 4, 2026 Minutes: Motion by Chief Cronin to approve the minutes; seconded by Diana Jeong. All in favor, Motion passes.

  3. Eastern Cannabis Annual License Renewal Vote: Scott Selenak, General Manager and Owners Joe Selby and Steven Selby were in attendance. They are in the process of submitting their renewal. There are no changes in ownership or hours of operation. Chief Cronin mentioned there have been no calls to MPD. There is a new Host Agreement in place. Ron noted that per the HCA they are required to notify the City by February of each year prompting the City to provide documentation of Community Impact expenses. The renewal license has been signed by CLEC members and Nelson will scan it and send it to them. The only difference in the document is that their operation hours are listed because hours of operation have been altered since they opened. Motion by Nelson Miller to approve Eastern Cannabis Annual Renewal License, seconded by Chief Cronin, all in favor; Motion passes unanimously.

  4. Updates on Existing Operations (Misty Mountain Shop & Eastern Cannabis) and License in Process (DMS Trinity) (Nelson Miller):

  • Misty Mountain – There have been very few issues. Chief Cronin reported that a party was there harassing customers; another incident reported a few individuals who wandered in and were digging in the dumpster, police were called, they were taken into custody.
  • DMS Trinity – Their signs are up; there has been no word about final inspection from the state. They have not yet completed their final inspection.
  • Benevolent – At Tuesday's City Council meeting, our City Solicitor gave an extensive review of the Judge's conference regarding the decision. In summary, the Judge has asked Benevolent's attorneys to put a path forward to open their business and asked our Legal Department to consult with the City Council. Nelson does not believe there is a date set, however the Judge would like to get this done as soon as possible.
  1. Updates on Ordinance Changes (Ron Hogan/Nelson Miller): Paper 197-26 to clarify the number of licenses was docketed and was referred to Ordinance Committee on April 7th. The City is working towards capping the number of cannabis shops at five. The hope is that the matter gets taken up at Ordinance Committee soon. The court has set aside the Dris matter for the for the time being until the situation with Benevolent gets cleared up. Ron will follow up on where the Ordinance stands.

  2. Industry Updates (Diana Jeong and Deano Summers). The Governor has signed a new act modernizing the cannabis laws and she now has 30 days to appoint three new commissioners. It is not known if this means to appoint three new people, or individuals from the previous committee. The new act Lifts license caps. The Federal Government wants to reclassify cannabis from a Schedule I substance to a Schedule III substance which would allow businesses tax relief and classify it as a less dangerous substance. The first recreational cannabis shop in Boston has closed. Social consumption is still a long way away, but Haverhill is planning to open one. There is a repeal initiative, but there have been issues with signature obtaining, and the threshold has not been met to be on the ballot.

  3. Regulatory Updates (Ron Hogan) Ron reported that possession limits doubled to 2 ounces. Two ounces of product may be purchased per day per person.

  4. Police Chief Report (Glenn Cronin) No updates.

  5. New Business No new business.

Motion to adjourn by Chief Cronin, seconded by Deano Summers; meeting adjourned.
